What does the local climate do to a crawl space?

Valdosta has a humid subtropical climate, and the Southface field guide to the Georgia residential energy code places Lowndes County in climate zone 2A, the warm-humid zone. The USDA's description of the Lowndes soil series, whose type location is in this county, gives mean annual precipitation of about 49 inches and a mean annual temperature of about 68 degrees. The U.S. Department of Energy's Building America program found that in humid climates the outside air is often more moist than the air in a crawl space, so traditional vents can bring in moisture and contribute to structural, mold and pest problems.

What are the soils like?

Two soil series are named for the area. The USDA describes the Valdosta series as somewhat excessively drained with rapid permeability, and the Lowndes series as well drained with moderate permeability. Both formed in sandy and loamy marine sediments of the Hawthorn formation, in the part influenced by the Ocala limestone uplift, and in Georgia both are mapped only in the southern parts of Lowndes and Echols counties. Not every lot sits on these soils, and even well-drained ground can't stop water vapor rising from bare dirt or roof runoff pooling at a foundation.

What does the code say about sealed crawl spaces?

The International Residential Code has allowed unvented, conditioned crawl spaces since changes in its 2009 and 2012 editions (section R408.3), according to DOE. Southface's field guide to Georgia's code explains that exposed earth in an unvented crawl space must be covered by a continuous Class I vapor retarder, such as 6-mil polyethylene, with overlapped seams sealed or taped and the liner extended up the walls. The guide also notes that the IRC requires a vapor retarder in vented crawl spaces too, unless the space is highly vented. For climate zone 2, the guide lists no minimum crawl space wall insulation value. When crawl walls are insulated, Georgia requires a 3-inch inspection strip directly below the floor joists so termite activity can be seen.

Does the contractor need a Georgia license?

Under O.C.G.A. 43-41-2, residential contractor work is covered when the total value of the work, or the contractor's compensation, whichever is higher, exceeds $2,500. A residential-basic license covers one- and two-family homes and townhouses up to three stories. Licenses are issued by the State Licensing Board for Residential and General Contractors under the Georgia Secretary of State. The board's specialty contractor policy says listed specialty trades, including damp proofing and waterproofing and insulation, don't need a residential or general license when working within their specialty, but must follow all applicable codes. Owners building on their own land for their own use have a limited exemption under O.C.G.A. 43-41-17. You can check a license on the Secretary of State's licensee search.

Who issues permits?

The City of Valdosta Inspections Department, at the City Hall Annex at 300 N. Lee Street, is responsible for building code compliance in Valdosta, Hahira, Lake Park and Dasher. Its permit page notes that contractors need a business license where the work is done, and a homeowner acting as their own contractor needs a notarized affidavit. Lowndes County's Building Permits and Inspections department is at 327 N. Ashley Street. Remerton isn't on the city's list, so ask its city hall.

How should I protect myself when hiring?

Georgia's consumer protection office recommends insisting on a written contract with all guarantees and promises included, never paying for the whole project up front, and keeping the down payment to 25 percent, or at most one-third, of the total. It also notes that residential and general contractors are generally required to carry general liability insurance.

Questions to ask a crawl space company

  • What license do you hold, and does this job need one?
  • Does this work need a permit, and will you pull it?
  • Where is the moisture coming from, and how will you stop it?
  • What liner, sealing and dehumidification are included?
  • Will the termite inspection strip stay visible?
  • What's warrantied, and who services the equipment?

Common questions

Does a crawl space contractor need a license in Georgia?

It depends on the work. Residential contractor work valued over $2,500 needs a license from the State Licensing Board for Residential and General Contractors, but specialty trades like waterproofing and insulation can work within their specialty without one.

What climate zone is Valdosta in?

Lowndes County is in climate zone 2A, the warm-humid zone, according to Southface's field guide to the Georgia residential energy code.

Who issues building permits in Valdosta?

The City of Valdosta Inspections Department, which also covers Hahira, Lake Park and Dasher. Lowndes County has its own Building Permits and Inspections department.
